Design and Entitlement Consultants LLC provides multi-disciplinarian Land Entitlement services to a developer client base. The objective is to provide personal and complete Land Entitlement services at competitive cost. The company provides a vast choice of Land Entitlement services: Landscape Architecture, Land Planning, Site Planning, Zoning and Land Use consultation services, Municipal Representation, Due Diligence/Site Analysis, Permitting, and Bond Exoneration services. Typical client base includes, but is not limited to, residential home builders, land asset management companies, industrial developers, commercial developers, retail developers, and other non-residential developers.

ABOUT OUR PRINCIPAL - KENNETH D. DELATORRE

Design and Entitlement Consultants, LLC is a Florida limited liability company, owned and operated by Ken DeLaTorre. Ken graduated, with Distinction, from the College of Resource Development, accredited school of Landscape Architecture at the University of Rhode Island in May 1997. Ken relocated to South Florida in February 1998 and started his career with Land Design South, a multi-disciplinarian Landscape Architecture, Planning, and Environmental services firm. After his tenure with Land Design South, Ken held challenging positions with two top ten national homebuilders. Working within the Planning Department of WCI Communities in Coral Springs, he was responsible for the Land Planning, Site Planning Design and approvals of several WCI land holdings in Coral Springs and Parkland. Later, Ken served as the Director of Land Entitlement with Centex Homes. Ken managed entitlement teams and processed entitlements for an array of residential, mixed-use, and large-scale development projects in unincorporated Palm Beach County, the Village of Wellington, Martin County, the City of Port St. Lucie, unincorporated Saint Lucie County, as well as other incorporated and unincorporated Florida municipalities. Now serving as the Principal and Owner of Design and Entitlement Consultants, since July 2008, his wide range of experience in the entitlement and development industry in South Florida spanning over 20 years is offered as a service to a wide base of developer clients.

WILLIAM E DUMOND - SENIOR PROJECT MANAGER

Bill has 33 years of experience in the Landscape Architectural field. Upon receiving his Associate in Arts degree in Architecture from Palm Beach Junior College (now Palm Beach State College) in 1982, he attended the University of Florida. In 1985, in what started out as an internship, he was hired on a full-time basis at Team Plan, Inc. and remained there until 1993 when he joined Land Design South until 2009. In 2009, Bill offered consulting services through a business he established and was able to provide services for Florida Power and Light, LA Design, Inc. and Design and Entitlement Consultants, LLC. In 2016, Bill was hired as a full-time employee with Design and Entitlement Consultants, LLC.
